Preparing Communities for a Resilient Future

Over the past several years, communities throughout the Northeast have experienced a troubling trend: storms that arrive quickly, deliver tremendous impacts, and overwhelm infrastructure designed for a very different climate.

Flash floods have inundated roads and neighborhoods in urban, suburban and rural areas. Intense rainfall has overwhelmed aging stormwater systems. High winds have toppled trees onto homes and businesses, vehicles, and utility lines, leaving thousands without power. Emergency responders increasingly find themselves conducting water rescues in locations that have historically never flooded. When the remnants of Hurricane Ida stalled over the region in September 2021, a record 3.15 inches of rain fell on Central Park in a single hour, and at least 46 people died across the Northeast - 25 in New Jersey alone, many of them trapped in flooded basement apartments and vehicles. 

For many municipalities and businesses, the question is no longer whether these events will occur, but how prepared they will be when they do. As temperatures continue to rise and extreme precipitation grows more frequent and intense, communities must take a proactive, multi-faceted approach to climate adaptation.

 

The Cost of Being Reactive

Historically, many local governments have approached natural hazards through a recovery mindset. A storm occurs, damage is assessed, infrastructure is repaired, and communities move forward until the next event. As storm frequency and intensity increase, this cycle of damage and repair compounds, causing each event to cost more than the last, with less time in between to recover.

This approach is becoming increasingly expensive and unsustainable. National studies estimate that every dollar invested in hazard mitigation saves communities up to $6 in avoided disaster costs, while a 2025 U.S. Chamber of Commerce and Allstate analysis found that every dollar not invested can cost communities up to $33 in lost future economic activity. NOAA counted 27 separate billion-dollar weather and climate disasters in the United States in 2024 alone. Beyond direct physical damage, extreme weather disrupts economic activity, strains municipal budgets, creates public safety risks, and can disproportionately impact vulnerable populations. Repeated flooding and power outages also erode public confidence in local infrastructure and government preparedness. 

 
The most resilient communities recognize that resilience planning is not solely an emergency management function. It is a long-term planning, infrastructure, economic development, and public investment strategy. - and importantly, what it could look like for the community.

 

 

What Does Resiliency Planning Mean?

A comprehensive resilience strategy examines how natural hazards affect every aspect of a community, including:

  • Critical infrastructure and utilities
  • Transportation networks and evacuation routes
  • Public facilities and emergency services
  • Supply chain, fuel, food and water distribution logistics, business continuity
  • Housing and neighborhoods
  • Parks, open space, and natural resources
  • Economic centers, commercial districts, and businesses
  • Municipal operations and continuity of government
  • Community cohesion and vulnerable populations 
 
Understanding these interconnected vulnerabilities before disasters occur allows communities to develop a prioritized roadmap of policies, projects, and investments that reduce future risk.

 

Communities often cannot secure funding and resources for complex and comprehensive analyses. Instead, embedding resilience into existing processes becomes important. Many communities are now integrating resilience into comprehensive plans, waterfront revitalization programs, capital improvement programs, and redevelopment initiatives. Others are going a step further by updating outdated zoning and building codes to redirect new development away from hazard areas, accounting for sea level rise and extreme rainfall in development designs and requiring green infrastructure and low-impact development practices. At the same time, communities are also updating FEMA required hazard mitigation plans to maintain eligibility for federal disaster assistance and grant funding. This approach enables communities to make better-informed, long-term decisions about growth, infrastructure investment, and asset management.

GZA has extensive experience preparing and updating FEMA-approved single- and multi-jurisdictional hazard mitigation plans and hazard mitigation plans, helping communities integrate those plans with comprehensive planning, capital improvement programming, infrastructure investment decisions, and grant funding strategies.


Planning Today Creates Funding Opportunities Tomorrow 

One of the most overlooked benefits of resilience planning is that it often serves as the gateway to implementation funding.  

 
Many federal and state grant programs require communities to demonstrate that projects are part of a broader planning effort and are supported by documented risk assessments and mitigation strategies. 

 

Municipalities that complete resilience planning efforts place themselves in a stronger position to compete for funding programs such as:

  •  FEMA Hazard Mitigation Assistance programs including the Hazard Mitigation Grant Program (HMGP) and Flood Mitigation Assistance (FMA)
  • National Coastal Resilience Fund (NCRF)
  • Community Development Block Grant Disaster Recovery (CDBG-DR)
  • State resilience and climate adaptation initiatives
  • Corporate and Supply Chain Adaption Planning
  • Infrastructure and transportation resilience funding programs

These programs support a wide range of projects, including stormwater improvements, flood mitigation infrastructure, culvert upgrades, living shorelines, green infrastructure, drainage enhancements, emergency power systems, and community adaptation initiatives. 

Many states also have programs municipalities can be part of. For example, in New Jersey, programs such as Resilient NJ provide technical assistance and funding support to help municipalities develop regional resilience strategies and prepare for future climate impacts. Similarly, various New York State agencies offer funding for coastal resilience and flood mitigation, such as the Department of Environmental Conservation’s Resilient Watersheds Grant Program and the Department of State’s Coastal Rehabilitation and Resilience Projects Program. In January 2026 alone, New York State announced more than $265 million in water quality and climate resiliency grants, underscoring the scale of funding available to communities that come to the table prepared. In each case, a documented planning process is often the prerequisite that unlocks eligibility.


Moving from Planning to Action

The measure of a resilience plan is not its page count - it is what gets built, funded, and adopted.

 
The most effective plans identify implementable projects, establish priorities, estimate costs, evaluate benefits, and create realistic pathways to funding and construction. 

 

They also build and advance momentum by expanding community capacity and strengthening the relationships that communities need to act and sustain progress through future planning and engineering phases.

Communities should focus on a balanced portfolio of solutions that may include:

  • Nature-based solutions
  • Land use and zoning updates
  • Open space preservation 
  • Stormwater and drainage improvements 
  • Floodplain restoration 
  • Green infrastructure
  • Culvert and bridge upgrades 
  • Early warning systems and emergency response planning 
  • Critical facility protection 
  • Generator and emergency power systems 

Social resilience efforts and cultivating new partnerships to build capacity. These actions not only reduce future storm damage but can improve quality of life, support economic development, protect natural resources, and increase long-term fiscal sustainability. Prioritizing this portfolio requires balancing project readiness, available funding, community risk exposure, and cost-benefit outcomes, ensuring that early wins build momentum for longer-term investments.

These efforts include FEMA-funded stormwater and flood mitigation projects, waterfront resilience initiatives, living shoreline projects, hazard mitigation programs, and regional climate adaptation strategies. 

GZA's work with the Town of Stratford, Connecticut demonstrates this arc from planning to funding and construction. Through Stratford's Coastal Community Resilience Plan, GZA identified and conceptualized 25 adaptation projects that together provide nearly complete coastal flood protection for the town, prioritized by feasibility, benefit-cost ratio, and fundability. That planning has translated directly into results: GZA developed the benefit-cost analysis behind a successful FEMA Hazard Mitigation Assistance grant for the town's Water Pollution Control Facility, completed final design in 2025, and secured a $2.8 million Connecticut DEEP Climate Resilience Fund grant to match federal funding for pump station and stormwater improvements now underway. The result is a resilience plan actively moving from concept to construction, proving that strong planning opens the door to the funding needed to implement it.

 

The Time to Act is Now

From the Gulf Coast to the Catskills, every storm delivers the same reminder: resilience is no longer optional.

Municipal leaders cannot control when the next flash flood, windstorm, or power outage will occur. They can, however, control how prepared their communities will be when they do. The next storm is inevitable. The damage it causes does not have to be.

 
Municipalities that begin planning today - with a documented risk picture, a prioritized project pipeline, and a funding strategy in hand - will be better positioned to protect residents, secure funding, implement projects, and recover more quickly from future events.
