GZA team helps client get approval for proposed 18-story mixed-use development
At a Glance
We are pleased to share that the New York City Planning Commission has voted to approve the proposed 18-story mixed-use development at 2950 West 24th Street (the “Ocean Queen”) in the Coney Island section of Brooklyn. The project will now advance to the New York City Council for the next phase of public review.
This milestone represents an important step toward delivering over 400 affordable dwelling units and new investment in the neighborhood, and reflects years of planning, environmental review, design, and coordination among the project team, City agencies, and stakeholders.

At GZA, we are especially pleased to celebrate this achievement alongside two recent additions to our environmental planning practice: Matt Sloane, AICP, and Olga Abinader, ENV SP, WEDG.
Matt led the preparation of the project's CEQR materials, including the Reasonable Worst-Case Development Scenario (RWCDS), Draft and Filed Environmental Assessment Statement (EAS), and analyses addressing Land Use, Socioeconomic Conditions, Community Facilities, Open Space, Neighborhood Character, Urban Design and Visual Resources, Shadows, Hazardous Materials, the Racial Equity Report, and Effects on Disadvantaged Communities.
As Principal-in-Charge, Olga provided CEQR project management and strategic guidance, overseeing the environmental review process and coordinating the multidisciplinary team through project milestones, agency review, and public review preparation. She also guided the client through DCP's pre-certification CEQR review process.
We also recognize the contributions of GZA's transportation and construction-noise specialists, whose expertise helped advance the project through review.
Congratulations to the client, project team, and all those involved in reaching this important milestone. We look forward to supporting the project as it advances to City Council review and moves one step closer to delivering more than 400 affordable homes in Coney Island.
