Upcoming: FY28 ECO One Stop Expression of Interest Period Opens September 8

The Executive Office of Energy and Environmental Affairs (EEA) has announced that the Expression of Interest (EOI) period for the FY28 Environment & Climate One Stop will open on September 8, 2026. The optional EOI process gives prospective applicants an opportunity to share early project ideas and receive feedback from relevant program staff before the formal application period begins in early 2027.
The Environment & Climate One Stop (ECO One Stop) is a streamlined grant application for climate and environmental resilience projects in Massachusetts. It consolidates multiple grants into one application system, streamlining the process for applicants and providing access to more funding possibilities with one application.
The EOI process is highly recommended for cities, towns, regional planning agencies, and other eligible applicants considering an application to the FY28 ECO One Stop. The process is completed through a simple online form and is intended to help applicants determine whether their proposed projects may be a strong fit for available funding opportunities.
The EOI form will be available from September 8 through October 16, 2026, at 11:59 PM ET. Potential applicants may submit up to two EOIs, representing up to two project ideas. Regional Planning Agencies may submit up to four EOIs.
Applicants are encouraged to submit EOIs before the deadline to ensure adequate time for review. Due to capacity constraints and fairness to other potential applicants, EEA may not be able to provide feedback on project ideas submitted after the EOI period closes.
EEA will host an informational webinar to explain the ECO One Stop EOI process and answer questions from prospective applicants and partners Tuesday, September 15, 2026, 11:00 AM–12:00 PM ET. The webinar is hosted via Zoom and will be recorded and posted to the ECO One Stop website.
