GZA was retained as Construction Manager as Agent for the removal and replacement of asbestos siding and roofing coated with PCB-containing paint at a confidential client’s operating industrial facility. The plant produces food-grade sodium silicate-based products. Paint containing PCBs at varying concentrations had been identified on approximately 250,000 square feet of asbestos-containing transite siding and roofing throughout the facility.
Challenge
The project required a remedial strategy to address state-mandated source removal of PCBs from painted siding while coordinating work around the facility’s 24/7 production activities. Removal and replacement of the asbestos-containing siding and roofing required phased construction, temporary protection of exposed building areas, and close coordination among removal contractors, replacement contractors, and facility personnel to minimize operational impacts.
Solution
GZA conducted supplemental asbestos and PCB surveys, evaluated source removal alternatives, and developed a phased siding and roofing removal and installation plan. GZA prepared plans and specifications, obtained regulatory agency approvals, coordinated contractor procurement, characterized waste streams, and coordinated recycling and disposal facilities. The work included removal and disposal of asbestos-containing siding and roofing, temporary enclosure and protection of the building façade following removal, and installation of new Kynar-coated steel vertical siding and roofing. Throughout implementation, GZA coordinated the removal and replacement contractors with facility personnel and operations to align construction activities with ongoing production requirements.
Benefit
GZA’s integrated planning, design, and construction management approach supported implementation of the state-mandated PCB source removal strategy while addressing replacement of the asbestos-containing building materials. Phased work and close coordination with facility operations helped minimize impacts to 24/7 production, while temporary enclosure and façade protection addressed building protection needs between removal and replacement activities.
