GZA provided design and construction management services for the decommissioning and demolition of two gas holders at a former manufactured gas plant facility. The holders stored manufactured gas for distribution to the community from the early 1880s through the early 1960s. The holders measured approximately 130 and 175 feet in diameter, respectively, and were both 30 feet high, with respective gas storage capacities of approximately 1,000,000 and 3,000,000 cubic feet.

Challenge

The gas holders were adjacent to sensitive receptors, including an apartment complex, a charter school, and private residences. Decommissioning and demolition required management of accumulated stormwater, remaining sludge, lead-based paint, and demolition materials while meeting an aggressive project schedule.

Solution

GZA evaluated treatment and discharge options for accumulated stormwater; prepared decommissioning and demolition design plans and specifications; and provided general contractor procurement, permitting, construction management, and quality assurance/quality control services. The project included stormwater removal, treatment, and discharge; removal, on-site stabilization, and off-site disposal of remaining sludge; lead-based paint removal; holder demolition and dismantling; off-site disposal of all materials; and subsequent area capping. AirLogics implemented a perimeter air monitoring system. GZA’s specifications incorporated creative pricing procedures that enabled the client to capitalize on prevailing steel salvage values, resulting in project cost savings.

Benefit

GZA completed the gas holder decommissioning and demolition project within an aggressive schedule and on budget, with no change orders. The project demonstrated GZA’s integrated expertise in remedial construction design, construction management, permitting, regulatory requirements, air monitoring, and system operations and maintenance.
