This facility is our client’s headquarters and center for storm response. The entire 15.7-acre Site is subject to a state and federally mandated PCB cleanup due to the widespread presence of PCB contaminated soil, asphalt and concrete. Exterior Remedy North was the second phase of the remedial project and encompassed approximately 3.2 acres in the northern central portion of the Site. In addition to the remedial work, this phase of the project also included installation of stormwater management systems, installation of a new 3000-amp electrical service including new LED lights and engine block heaters, repaving of parking areas, installation of ADA-compliant sidewalks and ramps, installation of security fencing, and planting of trees.
Challenge
The facility supports critical gas and electric operations that are required to respond to utility emergencies 24/7. The Exterior Remedy North Project required specific phasing in order to maintain critical operations and have the least significant impact to typical workflows. Additionally, state stormwater regulations required installation of stormwater management systems to collect and treat stormwater runoff on the property. The State has strict soil requirements regarding the maximum allowable contaminant level in order for stormwater to be infiltrated.
Solution
GZA worked with the client to develop a phasing plan before and during construction to address the needs of various operations groups. These phasing plans were supplemented by robust Site controls and project communications to ensure that employees were kept safe and informed of the status of the work and how it may impact their day-to-day operations. Before construction GZA completed an extensive drilling program prior to construction that included sampling of soil to determine which areas on the Site were suitable for stormwater infiltration. Based on the results of this sampling program, GZA developed a grading and stormwater design for the Exterior Remedy North that strategically pitched stormwater runoff to the areas approved by the State for infiltration.
Benefit
Utilizing GZA’s experience working on the property and understanding of the critical Site operations, we were able to work with the client to develop a phasing plan that kept the facility operational and the employees safe while also controlling the overall project schedule and budget. Additionally, GZA was able to successfully permit the project with the state, meeting the regulatory stormwater requirements and improving drainage on Site.
